Hurricane Harvey has wreaked havoc on the American Gulf Coast states, greatly impacting both residential and commercial properties. Likewise, the storm has caused a sizable rift in the chemical industry. Hurricane Harvey made landfall as a category 4 storm on Friday, with heavy rains continuing to drench the greater Houston metroplex. This has resulted in historic flood levels, causing several shutdowns and operational issues at numerous Texas facilities. Some site-wide outages have already been announced, including Chevron Phillips’ Cedar Bayou facility and Shell’s Deer Park site. Additional outages are listed below:

ExxonMobil’s Baytown, Texas facility
Dow’s Freeport, Texas steam cracker
American Acryl’s Bayport, Texas unit
Celanese’s Clear Lake unit in Pasadena, Texas
Formosa’s Point Comfort, Texas site
Equistar’s Corpus Christi, Texas plant
Furthermore, the Flint Hills, Citgo, and Valero refineries in Corpus Christi have also closed. ExxonMobil’s Beaumont refinery has reduced throughput rates, whereas their Baton Rouge facility is operating as normal. Experts now estimate the production throughputs to suffer “historic” and “monumental” shutdowns, with an estimated 25-30% shutdown of the domestic ethylene production.
Furthermore, all vessel activity has been suspended in the ports of Corpus Christi, Freeport, and Houston. Indefinite delays are expected for all inbound Houston shipments.
With flood warnings remaining in effect for the entire area, the primary focus continues to be the safety of the employees, contractors, and communities in the affected areas.
